After two years of negotiations, New York State and two unions have worked out a two-year contract that will provide health insurance and set payment rates for the 54,000 home-based child care providers whose services for low-income families are subsidized by the government.Under the contract, health insurance will be phased in over time through Family Health Plus, a public health insurance program run by the state, with the lowest-income providers being phased in first.
